Industrial Facility & Factory Construction

Compliance consulting for factories, warehouses, and GIDC units — covering Factories Act clearances, GPCB environment consents, PESO hazardous chemical regulations, fire safety, and worker welfare norms.

Specialized Services

Applicable regulations & standards

  • Factories Act 1948 — Chapter III (Health) and Chapter IV (Safety)
  • Gujarat Factories Rules 1963
  • Environment Protection Act 1986 — GPCB Consent to Establish (CTE) and Consent to Operate (CTO)
  • EIA (Environmental Impact Assessment) Notification 2006
  • PESO (Petroleum and Explosives Safety Organisation) Rules
  • Hazardous Waste (Management & Transboundary Movement) Rules 2016
  • NBC 2016 Part 4 — Industrial Buildings
  • MSIHC Rules 1989 (Major Accident Hazard facilities)

Our services in this sector

GPCB Consent & Environmental Compliance +

Every factory that generates effluent, emissions, or hazardous waste requires Consent to Establish (CTE) before construction and Consent to Operate (CTO) before production. We prepare the complete application package.

  • Industry categorization: Red, Orange, Green, White (as per GPCB/MoEF notification)
  • CTE application: site plan, process flow, raw material list, water balance chart
  • ETP design review: primary (equalization), secondary (biological), tertiary (polishing) stages
  • Stack emission calculation and chimney height design as per CPCB norms
  • Environmental Statement (Form V) preparation for annual CTO renewal
  • EIA study coordination for Category A/B projects requiring MoEF clearance
Factories Act — Layout Approval +

The Chief Inspector of Factories (CIF), Gujarat must approve factory layout before construction begins. The layout must comply with Factories Act provisions for worker health and safety.

  • Workroom volume: minimum 14.2 cubic metres per worker (Section 16)
  • Natural lighting and ventilation calculations per Section 17
  • Separate welfare facilities: canteen (if >250 workers), crèche (if >30 women workers), rest rooms
  • Ambulance room and first-aid arrangements per rules
  • Layout submission to CIF with all prescribed plans and endorsements
Fire Safety for Industrial Buildings +

Industrial fires are Gujarat's most frequent major disaster. PESO-regulated facilities and NBC industrial occupancy class require comprehensive fire safety planning.

  • Fire hydrant system: ring main with pump house, hose reel cabinets every 30 m
  • Foam system for flammable liquid storage (above 1,000 litres)
  • Gas detection system for chemical factories — catalytic bead sensors
  • Explosion-proof electrical fittings in Zone 1 and Zone 2 hazardous areas
  • Fire NOC from Gujarat Fire and Emergency Services
  • Emergency Response Plan (ERP) preparation for PESO facilities
Hazardous Material Storage & PESO Compliance +

Storage of petroleum products, LPG, chemicals, and explosives requires PESO licenses and prescribes minimum distances from buildings, boundaries, and public roads.

  • PESO license application for petroleum storage (Form XII), gas cylinders, and explosives
  • Tank farm layout: inter-tank spacing, dyke wall design, vent and drain sizing
  • Safety distances (ESDs) calculation from hazardous storage to boundary/occupied buildings
  • HAZOP (Hazard and Operability) study coordination for process plants
  • Onsite Emergency Plan (OEP) for MAH (Major Accident Hazard) units
Worker Welfare & Safety Infrastructure +
  • Eyewash stations and safety showers: within 10 seconds (< 10 m) of hazardous work areas
  • Personal Protective Equipment (PPE) storage and distribution point design
  • Noise control: acoustic enclosures for machines above 90 dB
  • Dust collection and exhaust ventilation design for woodworking, grinding, chemical mixing
  • Welfare block: toilets (1 per 25 workers), bathing (chemical plants), locker rooms

Critical sector considerations & benefits

  • Avoid factory construction being halted by CIF for non-compliant layout
  • GPCB consent obtained before investment in machinery
  • Avoid worker accident liability through built-in safety infrastructure
  • Insurance premium reduction for compliant industrial premises
  • Investor-grade documentation for bank project-finance approvals
